PROCLAMATION NO. 18

DECLARING JUNE 19TH OF EVERY YEAR
AS “KAPARIZ DAY”

WHEREAS, Ordinance No. 18, dated May 1, 1944, established the national youth brotherhood Kabataang Pangarap ni Rizal or KAPARIZ whose purpose among others is “to instill in the Filipino youth an abiding interest in Rizal’s life so that they will exert every effort to observe his teachings and follow his examples;”

WHEREAS, a national observance of a fitting nature of June 19, Rizal’s birthday, would be an excellent means of focussing the minds of the people, especially of the young, on the life and teachings of the national hero; and

WHEREAS, it is but proper that such a national observance be given a timely and special meaning with respect to the Kapariz movement;

NOW, THEREFORE, I, Jose P. Laurel, President of the Republic of the Philippines, by virtue of the powers vested in me by law do hereby proclaim June 19 of this year, and of every year thereafter, as Kapariz Day, and call upon all public officials and all private citizens and inhabitants of the Philippines to observe this day fittingly and in such manner as to contribute to the furtherance of the ideals for which the Kapariz was created and established: Provided, however, That regardless of the form of observing the day in any locality, it shall include a one-minute silent prayer, at exactly 9:30 o’clock in the morning of said day, invoking Divine Providence to illumine the minds of the youth in their emulation of the life of Rizal. The National Chairman is hereby authorized to call upon any person in the Government for such assistance as he may need in appropriately observing the day in the City of Manila.

In witness whereof, I have hereunto set my hand and caused the seal of the Republic of 4e Philippines to be affixed.

Done in the City of Manila, this 7th day of June, in the year of Our Lord, nineteen hundred and forty-four, and of the Republic of the Philippines, the first.
