REGISTRATION REPORT OF WATER TRANSPORTATION FACILITIES IN THE PHILIPPINES

This is to advise you that I have written a letter addressed to the Commissioner of Public Works and Communications regarding the above subject, copy of which is attached herewith simply for your reference.

In the above letter I have explained the newly adopted system of registration of all kinds of water transportation facilities in the Philippines and asked him to handle the business in accordance with the notification referred to in the attached copy.

With the object of obtaining a complete new record of the condition of all Philippine water transportation facilities, together with the object of keeping the record thus obtained as the basic one to be referred to whenever necessary in regard to the shipping administration, I beg to request you to attend to the matter of registering all kinds of water transportation facilities in the Philippines in accordance with the following rules.

NOTIFICATION

1. Any individual, firm, government office, etc., in the Philippines who owns or administers any kind of watercraft such as steamships, motorboats, launches, lighters, scows, cascos, bancas, etc., located in the Philippine Islands, including those which are being operated by the Japanese Forces, should be notified to the effect that they should submit reports for registration to your Department as promptly as possible.

The foregoing registration system does not apply to those foreign vessels which call at Philippine ports, but to those which have been registered at Philippine ports and which are not located at present in the Philippine Islands.

2. To facilitate the submission of such reports in due course, printed forms will be provided by the Japanese Military Administration Office, the provisional form of which is attached herewith shown as form No. 1 and persons concerned should be advised to accomplish said form. When the contents of the reports have been checked and they are correct, then each item of the said reports should be transcribed to the corresponding item in the printed form No. 2 with the headline “Certificate for Registration of Watercraft” which will also be provided by the Japanese Military Administration Office, the provisional form of which is attached herewith simply for your reference. The above transcription should be made in duplicate and be written in English. Then they should, together with the original report, be submitted to this Department without delay.

3. The Japanese Military Administration Office will certify the report after an inspection giving endorsement to the original of form No. 2. Then it will be returned to your Department. The said original should be returned to and kept by the owner or administrator of watercraft.

The original registration report will also be returned and kept by your Department.

4. You may, when necessary, authorize and order any provincial government or municipal office to handle, in place of you, the business of receiving-registration reports and granting the original of the “Certificate for Registration of Watercraft” to the owners or administrators. In such cases, investigation of and judgment on the original reports shall be done by any provincial government or municipal office under your responsibility.

5. Owners or administrators of watercraft should be notified by you clearly that if they fail to submit the registration reports herein-above required they may neither receive nor be entitled to the protection of the Japanese Forces or the Philippine Government, as a consequence of which they should be asked by you to submit reports as soon as possible.

6. Executive orders shall be, if necessary, issued by you in order to carry out smoothly this function.

7. This system of registration is intended to cover all over the Philippine Islands, first starting from Manila City and its suburbs and then gradually extending its sphere of application to the provinces as soon as the provincial governments’ organization shall be completed.
