BY THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES

EXECUTIVE ORDER NO. 2

REQUIRING ALL OFFICIALS AND EMPLOYEES AND MEMBERS OF THE ARMED FORCES OF THE REPUBLIC OF THE PHILIPPINES TO TAKE AN OATH OF LOYALTY UNDER THE CONSTITUTION.

WHEREAS, Section 5 of Article IX of the Constitution requires that all public officers and members of the armed forces of the Republic of the Philippines shall take an oath to support and defend the Constitution;

NOW, THEREFORE, I, JOSE P. LAUREL, President of the Republic of the Philippines, by virtues of the powers vested in me by law, do hereby order and direct that –

1. All officials and employees, including the members of the armed forces of the Republic of the Philippines, who, by the provisions of Section 6 of Article XI of the Constitution are continued in office, shall take and subscribe an oath, has follows:

Ako si ______________________ taga-__________________ lalawigan ng ________________, sa pagkakahirang sa akin na _________________, ay mataimtim na nanunumpa ( o nagpapatunay)ngayon na buong pagtatapat at kaalamang gaganapin ko ang aking mga kasalukuyang tungkulin at ng mga iba pang maaring iatang sa akin ng Republika ng Pilipinas; paninindigan ko at ipagtatanggol ang Saligang-Batas ng Republika ng Pilipinas; tatalimahin ko ang mga batas, ang mga kautusang salig sa batas, at ang mga atas na lagda ng mga pinunong may kapangyarihang gawad ng Republika ng Pilipinas; at kusang-loob naipinapataw ko ang tungkuling ito sa aking sarili nang walang anumang pasubali sa pag-iisip ni hangad na umiwas sa pagtupad.

2. In addition to the taking of oath, solemn and patriotic ceremonies shall be observed in the following manner:

(a) Salute to the Flag.

(b) One-minute silent meditation and prayer in honor of the heroes and martyrs of Philippine freedomand for the success of the Republic of the Philippines.

(c) The taking of oath in mass to be administered by the highest official of the unit, authorized by law to administer oath.

(d) Singing of “Diwa ng Bayan”(National Anthem).

For the purpose of this Order, only one oath of office may be subscribed by the officials and employees and members of the armed forces to whom as a unit the oath was administered.

3. All the officials and employees and the members of the armed forces now in the City of Manila, including those of the City of Manila, shall gather in their respective offices at 9:00 o’clock in the morning of October 27, 1945, for the purpose of the oath-taking and the ceremonies required in the preceding paragraph, and those outside of the City of Manila shall likewise gather in their respective offices for the same purpose on a day to be fixed by the Provincial Governor or City Mayor concerned.

Done in the City of Manila, this 23rd day of October, in the year of Our Lord, nineteen hundred and forty-three and of the Republic of the Philippines, the first.
