EXECUTIVE ORDER NO. 3

ORGANIZING THE COUNCIL OF VICE-MINISTERS

For the proper and efficient execution of the functions and activities of the various Ministries, it is important that there should be perfect coordination in the technical and administrative procedure and practices followed by the different Ministries, particularly in reference; to details of public administration, so as to secure simplification and eliminate duplication, delay, and misunderstandings. Towards that end, there is hereby organized the Council of Vice-Ministers composed of the Vice-Ministers of the Ministries, with the Vice-Minister of the ranking Ministry in the order of precedence established by law as Chairman. The Council shall meet as often and on such days as may be fixed by the Council.

It shall be the duty of the Council herein created to study ways and means of coordinating the activities of the Ministries with a view to adopting as uniform administrative procedure as may be practicable to be followed by the several Ministries, and to make recommendations to the proper Minister regarding the formulation of such orders or regulations by the Minister concerned or by the President of the Republic of the Philippines as may be needed to carry out the objects and purposes for which the Council has been created.
