BY THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES

EXECUTIVE ORDER NO. 5

CREATING A NATIONAL EDUCATION BOARD TO MAKE A STUDY OF, AND RECOMMEND THE NECESSARY REFORMS IN, THE EXISTING SYSTEM OF EDUCATION.

WHEREAS, the Constitution of the Philippines provides that “the (government shall establish and maintain complete and adequate system of national education, and shall provide at least free public elementary instruction, and citizenship training to adult citizens”, and provides, further, that “all schools, colleges and universities shall aim to develop moral character, personnel and collective discipline, civic conscience, and vocational skill, secure social efficiency, and teach the duties of citizenship”;

WHEREAS, the present system of education was devised under a political status and social and economic conditions different from those which now exist;

WHEREAS, an educational system can render permanent social benefit only when it is in keeping with the social and economic conditions and opportunities obtaining in each speech;

WHEREAS, with the establishment of the Republic of the Philippines there is need of a more definite orientation of educational aims;

WHEREAS, in order to enable the Government to attain the educational aims and objectives set forth in the Constitution, our present educational system should be recast so their mission of rearing citizens imbued with civic conscience, personal and collective discipline and thereby secure social efficiency; and

WHEREAS, in the task of recasting our educational system the Government wishes to avail itself of the wisdom and experience of men who have been engaged in educational activities, and who have the ability to formulate educational plans and policies that would develop those qualities of citizenship envisioned by the framers of the Constitution;

NOW, THEREFORE, I, JOSE P. LAUREL, President of the Republic of the Philippines, by virtue of the powers in me vested by law, hereby constitute and create a National Education Board to be composed of the following members:

Dr. Francisco Benitez Member
Dr. Mariano V. de los Santos Member

It shall be the duty of this Board to make a thorough survey and study of the present system of public and private education in the Philippines, and recommend such reforms as might be deemed necessary to improve the system, to advise the Government on basic educational policies, and to study such other matters related to education as may be submitted from time to time by the President of the Republic of the Philippines.

For the purpose of facilitating its work, the National Education Board may obtain, with the approval of the corresponding Minister, the assistance of officers and employees of any Ministry, bureau, office or agency of the Government which may be considered necessary for the proper performance of its duties.

The Board shall submit a report of its work to the President of the Republic of the Philippines within three months from the date of the issuance of this Order.
