EXECUTIVE ORDER NO. 38
CREATING A CENTRAL HOUSING COMMITTEE TO TAKE CHARGE OF REQUESTS OF THE IMPERIAL JAPANESE FORCES FOR HOUSING ACCOMMODATIONS IN THE CITY OF MANILA AND TO ESTABLISH PROCEDURES THEREFOR.
In order to extend the necessary facilities to the Imperial Japanese Forces in the Philippines whenever these Forces request for housing accommodations in the City of Manila and to establish certain regular procedures to be followed in leases of privately-owned properties or the use and occupancy of government-owned buildings and properties made available to said Forces, I, JOSE P. LAUREL, President of the Republic of the Philippines by virtue of the powers in me vested by law, do hereby create and constitute a Central Housing Committee to be composed of the following:

The powers and duties of this Committee shall be as follows:
(1) To conduct a survey of privately-owned houses and buildings and of government buildings in the City of Manila which may be available for lease to or for occupancy by, the Imperial Japanese Forces;
(2) To receive and take charge of all requests from the Imperial Japanese Forces in the matter of securing quarters for officers and men and other personnel attached to the Imperial Japanese Forces and for hospital and other housing necessities of said Forces;
(3) To conduct appropriate negotiations with, and make representations to, the owners of privately-owned houses and buildings desired to be leased by the Imperial Japanese Forces, and to prescribe the procedure read make appropriate arrangements regarding the terms of occupancy, rentals, termination of lease and similar matters; and
(4) In general; to devise end carry out such adequate measures as may be necessary to facilitate the Imperial Japanese Forces in obtaining quarters for its officers and men and attached personnel and other housing necessities and to act as liaison between the Government or private citizens on the one hand and the Imperial Japanese Forces on the other in arranging the terms and conditions of the lease or occupancy.
The Central Housing Committee is hereby authorized to call upon any Ministry, bureau, office, instrumentality or agency of the Government for such information and assistance as it may need in the conduct of the work entrusted to it by virtue of this Order.
