EXECUTIVE ORDER NO. 47
CREATING A LABOR RECRUITMENT AGENCY
For the purpose of attending to the needs of the Imperial Japanese Forces for laborers to work in their various projects throughout the Philippines and at the same time of relieving unemployment, there is hereby created an office to be known as the Labor Recruitment Agency, under the direct supervision and control of the Minister of Health, Labor, and Public Welfare. The Agency shall have a field executive officer who shall be appointed by the President upon the recommendation of the Minister of Health, Labor, and Public Welfare, and such other personnel as may be provided for in the special budget or as, may be detailed to said office by the Minister of Health, Labor, and Public Welfare from among the personnel of the Bureau of Labor.
It shall be the main duty of the Agency to direct and take charge of the recruitment of laborers for employment in the Philippines by the Imperial Japanese Forces. In the discharge of its duties, the Agency shall be assisted and advised by the Advisory Board on Labor created by Administrative Order No, 23, dated March 11. 1943. of the Chairman of the former Executive Commission.
The provincial governors and city mayors shall, consistently with the provisions of Executive Order No. 118, dated January 4, 1943, of the Chairman of the former Executive Commission, have supervision and control of recruitment of laborers required by this Order in their respective provinces and cities, and shall be assisted by such personnel as may be assigned to them by the Labor Recruitment Agency. All other officials and employees of the Government of the Republic of the Philippines and all its branches , agencies or instrumentalities, including provinces, cities and municipalities and district and neighborhood .associations , are hereby enjoined to extend all possible assistance and cooperation to the Agency and its officials and representatives.
Such sum as may be necessary to cover expenses for salaries of personnel, per diems, traveling expenses, purchase of materials and equipment and other necessary sundry expenses that may be incurred in carrying out the provisions of this Order shall be taken from the fund appropriated in Act No. 39, known as the Emergency Powers Act.
