EXECUTIVE ORDER NO. 13

PRESCRIBING A NEW SCHEDULE OF SALARIES FOR THE OFFICIALS AND EMPLOYEES OF THE PROVINCIAL, CITY, AND MUNICIPAL GOVERNMENTS.

Pursuant to the authority conferred upon me as Head of the Central Administrative Organization by Order No. 1 of the Commander-in-Chief of the Imperial Japanese Forces in the Philippines and upon the recommendation of the Executive Commission, the following schedule of salaries for the officials and employees of the provincial, city, and municipal governments is hereby prescribed, effective as of March 1, 1942:

1. Maximum Salary Rates for Provincial Officials:

(a) In first-A and first-B provinces—Provincial Governor, ₱4,800; Provincial Treasurer, ₱3,600; Provincial Fiscal, ₱3,360; per diems of Board Members, ₱7.00 each.

(b) In first and second-class provinces—Provincial Governor, ₱4,200; Provincial Treasurer, ₱3,120; Provincial Fiscal, ₱3,000; per diems of Board Members, ₱7.00 each.

(c) In third and fourth-class provinces—Provincial Governor, ₱3,600; Provincial Treasurer, ₱2,760; Provincial Fiscal, ₱2,640; per diems of Board Members, ₱5.00 each.

(d) In fifth-class provinces—Provincial Governor, ₱3,000; Provincial Treasurer, ₱2,400; Provincial Fiscal, ₱2,280; per diems of Board Members, ₱5.00 each.

2. Maximum Salary Rates for Officials of Chartered Cities:

(a) City of Greater Manila:

3. Salary Rates for Municipal Officials:

(a) In first-class municipalities and in specially organized municipalities the mayors of which are authorized by existing law to receive equal or higher salary rates, ₱1,800 each per annum; in second-class municipalities,₱1,440 per annum; in third-class municipalities, ₱1,200 per annum; in fourth-class municipalities, ₱960 per annum; and in fifth-class municipalities, ₱600per annum.

(b) The maximum rates of per diems which may be paid to members of municipal councils, including those of Pasay, Paranaque, Caloocan, Makati, San Juan and Mandaluyong in Greater Manila, shall be governed by existing law.

4. Sessions of provincial boards, municipal boards or city councils, and municipal councils for attendance at which per diems shall be paid is hereby limited to only once a month. Nothing contained in this Order, however, shall be construed as authorizing the payment of per diems when such payment has not been authorized in accordance with existing laws nor precluding or prohibiting the holding of more than one session a month, provided no per diems are collected for attendance at sessions in excess of once a month.

5. All other positions of provincial, city, and municipal officials and employees not mentioned above but which are needed for the operation of the provincial, city and municipal governments shall be classified into ten grades, such grades and corresponding rates of compensation to be as follows:

The salary rates for positions of employees shall be fixed on the basis of their new duties and functions and on their grade allocations under the salary schedule herein prescribed, such allocations to be determined in accordance with the existing Salary Standardization Law by the Salary Committee created under paragraph 8 of Executive Order No. 11, dated February 27, 1942: Provided, That pending determination of the corresponding grade allocations by the said Salary Committee, employees may be paid at not exceeding the following reduced salary rates:

Provided, further, That where the salary of a chief of division or city department is reduced to the maximum rate of Grade 1, that of the corresponding assistant chief of division or department shall be reduced one rate lower.
