EXECUTIVE ORDER NO. 51
CREATING AN ADVISORY BOARD FOR THE “KABATAANG PANGARAP NI RIZAL”
For the purpose of enabling the “KABATAANG PANGARAP NI RIZAL” (KAPARIZ), a national youth brotherhood established under Ordinance No. 18, dated May 1, 1944, to properly accomplish the aims and purpose of its creation, and in view of the importance of its mission in moulding the character and traits of the youth of the land and in preparing them for their future responsibilities to the nation, I, JOSE P. LAUREL, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby create and constitute an Advisory Board for said brotherhood composed of the following:

It shall be the duty of the Board herein created to advise the “KABATAANG PANGARAP NI RIZAL” (KAPARIZ) in the proper and efficient execution of its functions and activities with a view to bringing about the early and satisfactory realization of its avowed objectives. It shall study such ways and means and recommend such measures and policies as may be calculated to insure the success of said brotherhood in its effort to lay down a stable foundation for the Republic of the Philippines based upon those sublime virtues that made Rizal’s life inspiring and fruitful, and which makes for a vigorous, sturdy and noble race of the Filipinos.
The Board shall meet at the call of its Chairman at such times and places as may be designated by him. The Board is hereby authorized to call upon any Ministry, bureau, office, instrumentality or agency of the Government for such information and assistance as it may need in carrying out the work entrusted to its by this Order.
Done in the City of Manila, this 3rd day of May, in the year of Our Lord, nineteen hundred and forty-four, and of the Republic of the Philippines, the first.
