EXECUTIVE ORDER NO. 58
ESTABLISHING A UNIFIED CONTROL OVER THE PHILIPPINE CONSTABULARY
For the purpose of establishing unity of administrative control over the Philippine Constabulary and in order to meet more effectively the present requirements for the maintenance of peace and order, I, JOSE P. LAUREL, President of the Republic of the Philippines, pursuant to the authority conferred upon me by Act No. 10 do hereby order the following, the provisions of Executive Order No. 29 of the Chairman of the former Philippine Executive Commission to the contrary notwithstanding:
SECTION 1. The Provincial Governor and the City Mayor are the titular and actual heads of the provincial and city governments, respectively. As such they shall exercise, through the corresponding Provincial Inspectors or District Commanders, as the case may be, general supervision over the Constabulary in their respective territorial jurisdiction, but they shall not interfere in matters pertaining to internal discipline or with the military operations of the forces of the Constabulary, or contravene any rules or regulations promulgated by the Chief of Constabulary with the approval of the President of the President of the Republic of the Philippines.
SEC. 2. All commissioned officers of the Philippines Constabulary shall be appointed by the Chief of Constabulary.
SEC. 3. For the purposes of this Order, the City of Manila shall be considered as a province, but the commander of the Constabulary force therein shall be known and designated as District Commander.
The officers and men of the Philippine Constabulary now constituting the Metropolitan Constabulary of the City of Manila shall vacate their respective offices, twenty-four hours after this Order takes effect unless reappointed within said period in accordance with the provisions hereof.
SEC. 4. Until further orders, the cost of maintenance of the Philippine Constabulary in the City of Manila shall be borne, as heretofore, by that City.
SEC. 5. Section 10 of Executive Order No. 29 of the Chairman of the former Philippine Executive Commission and other provisions of law inconsistent herewith are repealed or modified accordingly.
SEC. 6. This Order shall take effect on June 8, 1944.
