EXECUTIVE ORDER NO. 68

PRESCRIBING A REVISED SCHEDULE OF FEES FOR THE ISSUANCE OF CERTIFICATIONS OF REGISTRATION AND OPERATION OF WATERCRAFTS AND MOTOR VEHICLES.

By virtue of the powers vested in me by Republic Act No. 39, otherwise known as the Emergency Powers Law, and upon recommendation of the Minister of Public Works and Communications, I, JOSE P. LAUREL, President of the Republic of the Philippines, do hereby order that:

SECTION 1. The following fees in connection with watercrafts shall be collected:

1. For the issuance of certificates of registration of watercraft:

(a) Less ₱ 5.00
(b) Three gross tons or more but less than ten gross tons 10.00
(c) Ten gross tons or more but less than twenty gross tons 15.00
(d) Twenty gross tons or more 20.00

2. For the operation of watercraft, to be paid annually:

(a) Less than three gross tons ₱ 5.00
(b) Three gross tons or more but less than ten gross tons 10.00
(c) Ten gross tons or more but less than twenty gross tons 15.00
(d) Twenty gross tons or more but less than thirty gross tons 20.00
(e) Thirty gross tons or more but less than forty gross tons 40.00
(f) Forty gross tons or more but less than fifty gross tons 50.00
(g) Fifty gross tons or more 100.00

3. For recording bills of sale or transfer of ownership of watercraft:

(a) Less than three gross tons ₱ 5.00
(b) Three gross tons or more but less than ten gross tons 10.00
(c) Ten gross tons or more but less than twenty gross tons 15.00
(d) Twenty gross tons or more 20.00

4. For recording mortgages and other lions affecting watercraft:

(a) Less than ₱1,000 ₱ 5.00
(b) ₱1,000 or more but less than ₱10,000 10.00
(c) ₱10,000 or more but less than ₱20,000 15.00
(d) ₱20,000 or more 20.00
5. For the issuance of a certified copy of any entry or any other official record pertaining to watercraft ₱ 5.00
6. Other entries not specifically provided for 5.00

SEC. 2. Transactions regarding watercraft owned and/or operated by the Republic of the Philippines or any of its branches, agencies, or instrumentalities, or by the Japanese Imperial Forces, or by such other entity or entities as the President may see fit to exempt, shall not be subject to the provisions of this Order.

SEC. 3. The following registration fees or motor vehicles shall be collected:

(A) Private automobiles –

(1) Five-passenger capacity or less, per annum, payable by semester ₱180.00
(2) Six to eight-passenger capacity, per annum, payable by semester ₱360.00

(3) When the passenger capacity exceeds eight, the vehicle will be classified as bus or truck and charged accordingly.

(B) Autocalesas and garage cars –

(1) One to five-passenger capacity, per annum, payable by semester ₱380.00
(2) Six to eight-passenger capacity, per annum, payable by semester 480.00

(3) When the passenger capacity exceeds eight, the vehicle will be classified as bus or truck and charged accordingly.

(C) Motor trucks –

(1) Private trucks (T) per kilogram, per annum, based upon the gross weight of the truck, payable by semester ₱ 0.06
(1-a) Trailers operated for private us (T) per kilogram, per annum, based upon the gross weight of the trailer, payable by semester 0.06
(2) Trucks for hire that of “T” payable quarterly Twice
(2-a) Trailers operated for hire per kilogram, per annum, based upon the gross weight of the trailer, payable by semester 0.12
(3) Passenger buses for hire (TPU) that of “A” payable quarterly Twice
(4) Undertaker or funeral car (U) that of “T” payable quarterly Twice
(5) Substitution of a motor vehicle under operation 20.00

(D) Motorcycles and motor scooters –

(1) Three passengers or less, per annum 54.00

(2) Motorcycles or motor scooters for more than three passengers will be considered as automobile and charged accordingly.

(E) In the case of motor vehicles operated for hire or public service, a certificate of public convenience must first be secured from the Bureau of Public Services before they can be registered.

SEC. 4. The following fees shall be charged for identification plates:

(A) For each number plate for identification of any vehicle ₱ 5.00
(B) For each number plate for identification purposes in connection with temporary permits issued 5.00
(C) For one “Agent” plate for use of motor vehicle dealers duly registered, or for one “on test” or “on tow” plate for use of duly authorized motor vehicle repair shops 5.00
(D) For each “on test” or “on tow” plate to be used for testing or towing any motor vehicle or trailer for a period exceeding 3 days 5.00

SEC. 5. The following fees shall be charged for operation of motor vehicles under temporary permit or for permits to test or tow motor vehicles or trailers, issued by the Bureau of Public Services:

(A) For temporary use of automobiles per day, plus cost of plates ₱ 1.00
(B) For temporary use of trucks per day, plus cost of plates 2.00
(C) For permit to authorize repair shops for testing or towing motor vehicles or trailers 20.00
(D) For permit to test or tow motor vehicles or trailers, per day 2.00

SEC. 6. Executive Order No. 207 of the Chairman of the former Executive Commission, dated September 11, 1943, and Sections 2, 3 and 5 of Republic Act No. 16, and all laws, ordinances and orders in conflict herewith are hereby superseded or modified accordingly.

SEC. 7. This Order shall take effect beginning July 21, 1944: Provided, however, That all persons who have paid fees corresponding to the current year under the schedule of rates prescribed in Executive Order No. 207 of the Chairman of the former Executive Commission and in Republic Act No. 16 shall pay the difference between those rates and the rates prescribed herein.
