EXECUTIVE ORDER NO. 77
AMENDING EXECUTIVE ORDER NUMBERED SIXTY-SIX, DATED JULY 6, 1944, PROVIDING FOR THE PAYMENT OF “A COST OF LIVING BONUS” TO OFFICIALS, EMPLOYEES, AND LABORERS OF THE NATIONAL, PROVINCIAL, CITY, AND MUNICIPAL GOVERNMENTS, AND OF THE GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS.
Pursuant to the authority conferred upon me by existing laws, I, JOSE P. LAUREL, President of the Republic of the Philippines, do hereby promulgate this Order:
SECTION 1. Sections 1 and 3 of the Executive Order No. 66, dated July 6, 1944, is hereby amended to read as follows:
“SEC. 1. In addition to the bonus presently authorized in Act. No. 20, as amended by Act. No. 23, a ‘cost of living bonus’ shall be paid during the fiscal period ending December 31, 1944, to each official, employee, or laborer whose compensation is paid out of the appropriations in said Acts at the rate of ₱20.00 per month for each of his children below 19 years of age and who is dependent upon him for support, or at such amount as may be necessary so that the total of the basic salary or wage and the bonuses provided under Act. No. 20, as amended by Act. No. 23, and under this Order of any such official, employee or laborer, except those employed on part time or piece work basis, the inmates of hospitals, sanatoria, leprosaria and other similar institutions employed therein, shall in no case be less than ₱100.00 per month.”
“SEC. 3. The sum of ₱11,200,000.00, or so much thereof as may be necessary, is hereby allotted from the appropriation of ₱50,000,000.00 authorized in Act No. 39, for the purpose of Section 1 hereof: Provided, That the officials, employees, and laborers, who are paid from special funds shall be paid the ‘cost of living bonus’ from the respective special funds; Provided, further, That for the purpose of determining the amount for which an official, employee, or laborer may be insured with the Public Employees Life Insurance Bureau, the salary or wage stated in his appointment shall in no case be deemed to be increased by reason of the bonus provided in this Order.”
SEC. 2. This Order shall take effect as of June 1, 1944.
