EXECUTIVE ORDER NO. 80

OBSERVING THE CHIEF OF CONSTABULARY TO IMMEDIATELY TAKE POSSESSION OF ALL STOCKS OF HIDES, UPPER AND SOLE LEATHER, AND OTHER MATERIALS NEEDED FOR THE MANUFACTURE OF FOOTWEAR.

WHEREAS, the Government has lately difficulties in its efforts to adequately supply the footwear requirements of the Philippine Constabulary due to the hoarding of these essential materials and the consequent increase of prices to exorbitant levels;

WHEREAS, the footwear requirements of the Philippine Constabulary must be given first priority in order to enable this organization to discharge its duties and obligations in its mission to maintain peace and order; and

WHEREAS, it has now become imperative that all the stocks of hides, upper and sole leather, and other materials needed for the manufacture of footwear be placed at the disposal of the Chief of Constabulary to enable the Government to rationalize the supply and demand of footwear of the Philippine Constabulary and the public;

NOW, THEREFORE, I, JOSE P. LAUREL, President of the Republic of the Philippines, by virtue of the powers vested in me by Act No, 39, otherwise known as the Emergency Powers Law, do hereby order and direct the Chief of Constabulary to immediately take possession of all the stocks of hides, upper and sole leather, and other materials needed for the manufacture of footwear, owned or in the possession of such persons, associations or corporations, as may be indicated by him in the City of Manila and in such other places in the Philippines as he may designate, except the stock of corporations or companies operated under the control of t Army and Navy, to be distributed by him for the manufacture of the footwear requirements of the Philippine Constabulary to such shoe or footwear manufacturer or manufacturers, as he shall determine.

All materials needed for the manufacture of footwear requisitioned under this Order shall be receipted for and paid from the funds of the Philippine Constabulary in accordance with the official prices fixed by the Food Administrator upon the recommendation of the Director of Commerce and Industries.

All provincial, city, and municipal government officials shall assist the Chief of Constabulary in carrying out the provisions of this Order.
