EXECUTIVE ORDER NO. 81

CREATING THE VETERANS BUREAU

In recognition of the great sacrifices of all Filipino war veterans and of the lasting debt of gratitude and obligation which the people of the Philippines owe to them, and it being fit that the Republic of the Philippines create a special instrumentality to assist those among them, their widows and orphans, who are infirm, invalid, destitute or needy, I, JOSE P. LAUREL, President of the Republic of the Philippines, pursuant to the powers vested in me by Act No. 10, do hereby order:

SECTION 1. There is hereby created a Veterans Bureau under the executive supervision of the Office of the President, which shall exercise the following powers and duties:

(a) To promote the physical, spiritual, material, and social condition of the war veterans of .the Philippines;

(b) To devise and carry out an efficient method of extending relief and assistance to infirm, invalid, destitute or needy war veterans, their widows and orphans;

(c) To establish and maintain hospitals, convalescent homes, educational and recreation centers exclusively for war, veterans, their widows and orphans, and industrial centers and establishments for their vocational training, employment and rehabilitation;

SEC. 2. The Veterans Bureau shall have one chief and one assistant chief, to be known respectively as the Director and the Assistant Director of the Veterans Bureau and shall have a central office in the City of Manila and such field offices as may be determined from time to time. All officials and employees of the Republic of the Philippines and of all its branches, agencies or instrumentalities, including those of local governments, are hereby enjoined to extend all possible assistance to the Veterans Bureau.

SEC. 3. Whenever possible, the personnel of the Veterans Bureau shall be chosen from among war veterans, their widows and orphans.

SEC. 4. The functions and activities of the Ministry of Home Affairs, the Bureau of Public Welfare and the Relief Committee created under Executive Order No. 12 as amended by Executive Order No. 21 relating to the supervision and administration of the relief and rehabilitation of all the war veterans, widows, and orphans shall hereafter be assumed by the Veterans Bureau.

SEC. 5. The sum of Fifty thousand pesos is hereby allotted out of the Contingent Fund provided in Act No. 20 in order to carry into effect the purposes of this Order.

SEC. 6. The unexpended balances of the appropriations for salaries and wages and sundry expenses, as well as all personnel, equipment, materials, records, pertaining to the units under the Ministry of Home Affairs and of Health, Labor and Public Welfare and of the Relief Comittee mentioned in Section 4 hereof are hereby transferred to, and merged with the appropriations, personnel, equipment, materials, records, and other properties of, the Veterans Bureau herein created.

SEC. 7. This Order shall take effect immediately upon its promulgation.
