INSTRUCTIONS CONCERNING COLLECTION
OF FEES FOR TOLL BRIDGES, ROADS
AND HIGHWAYS

SIR:

The Department of Public Works and Communications shall collect fees for toll bridges, roads and highways in accordance with the following:

I. Toll fees for Benguet road:

A. Toll fees for trucks shall be collected at the pre-war rate. For all other motor vehicles, twice the amount of the pre-war rate shall be collected. No toll fees shall be collected from motor vehicles belonging to the Imperial Japanese Forces, Executive Commission of the Philippines and other government offices.

B. Fees collected shall be treated as a revenue in the general account. In general, however, they shall be used to defray expenses for the maintenance and repairing and for salaries and wages of the personnel engaged in the collection of toll fees.

II. The collection of fees for toll bridges:

The fee for toll bridges shall be collected in accordance with the following:

(1) Fees for toll bridges shall be collected for all existing bridges the toll fees for which have been collected in the past and all bridges newly constructed after the outbreak of the war and the length of which are longer than fifteen meters.

(2-a) The total amount of the fees for toll bridges collected for each bridge shall not exceed the sum of the total amounts expended for the construction of the bridges, for the maintenance and repairing and for salaries and wages of the personnel charged with the collection of toll fee.

(2-b) The fees to be collected newly shall be limited to the following amount and fixed discretionarily by the Department of Public Works and Communications:

(a) Buses ₱2.50
(b) Automobiles 2.00
(c) Trucks 2.00
(d) Carromatas and others 0.10

(2-c) No toll fees shall be collected from motor vehicles belonging to the Imperial Japanese Forces, Executive Commission of the Philippines and other government offices.

(3) All matters concerning the collection of fees for toll bridges shall be under the jurisdiction of the Department of Public Works and Communications. All affairs relating to the collection of toll fees and allocation of collected fee shall be distributed as follows:

(a) Bridges in the national roads or highways—Philippine Executive Commission.

(b) Bridges in the Provincial road—Provincial government concerned which takes charge of the construction, maintenance and repairing thereof.

(c) In the case of all other bridges, roads and highways—Philippine Executive Commission or provincial government concerned depending upon the kind of the bridges, roads and highways concerned.

All affairs concerning the collection of fees for toll bridges shall be executed by the collectors concerned under the supervision and control of the Department of Public Works and Communications.

(4) Fees collected shall be considered as a revenue in the general account. In general, however, they shall be used for maintenance and repairing, for salaries and wages of personnel in charge of the collection of fees, and for refunding the repairing expenses for bridges loaned by the Imperial Japanese Forces.
