Instruction No. 34

INSTRUCTION CONCERNING THE INTERPRETATION
OF “ENEMY SUBJECTS
OR HOSTILE ALIENS”

May 28, 1942

Mr. JOSE P. LAUREL
Commissioner of Justice
and
Mr. JOSE YULO
Chief Justice of the Supreme Court

The terms “any other enemy subjects or hostile aliens” described in the Instruction No. 28 issued by the Director-General of the Japanese Military Administration on May 13, 1942 shall be understood not to include, as a general rule, the Chinese who are not being interned by the Japanese Forces.

Accordingly, the pending cases or new cases in which said Chinese are or will be parties shall proceed to termination or be accepted for filing without the approval described in said Instruction. It is, however, evident that said cases shall be suspended if said Chinese will be interned.

Y. HAYASHI
Director-General of the
Japanese Military Administration
