ADMINISTRATIVE ORDER NO. 3

CREATING AN AMNESTY BOARD

In order to assist the Minister of the Interior in carrying out the provisions of Proclamation No. 2, entitled “Granting a General Amnesty and Pardon to all Citizens of the Philippines Who Have Committed Crimes and Offenses of Political Nature,” dated October 14, 1943, there is hereby created and constituted an Amnesty Board composed of the following:

General Jose de los Reyes, Chairman
General Juan Cailles, Member
General Mateo Capinpin, Member

It shall be the duty of this Board to contact and confer with guerrilla bands for the purpose of arranging for their surrender under the terms of the Amnesty Proclamation, to compile a roster of those who have availed themselves of the benefits thereof, to pass upon doubtful cases of surrender thereunder, and in general, to study such measures, formulate such recommendations and cam such policies as are calculated to fulfill the benign purposes of the aforesaid Amnesty Proclamation.

Given under my hand in the City of Manila, this 29th day of October, in the year of Our Lord, nineteen hundred and forty-three of the Republic of the Philippines, the first.
