ADMINISTRATIVE ORDER NO. 2
REQUIRING THE AUDITOR GENERAL AND DIRECTOR OF THE BUDGET TO ATTEST ALL BUYERS’ OR LETTER ORDERS.
To attain more effectively the purpose for which existing executive orders concerning contracts for public services or for the supply of articles, materials or equipment needed for public use were promulgated, the following instructions are hereby issued for the guidance and compliance of all concerned:
(1) All buyers’ or letter orders of the Bureau of Purchase and Supply in connection with the results of public biddings or direct canvass in appropriate and exceptional cases, regardless of the amount involved in each individual case, shall hereafter be attested by the Auditor General and Director of the Budget, or his duly authorized representative, before such orders are issued to the dealers or contractors concerned or forwarded to the Office of the Chairman of the Executive Commission for approval, as the case may be.
(2) In any case in which the Auditor General and Director of the Budget believes that a proposed award is inconsistent with an existing rule or regulation or detrimental to the public interest, he shall forward the buyers’ order or letter order thereof to the Office of the Chairman of the Executive Commission together with his comment and recommendation thereon.
(3) To avoid delay in the issuance of buyers’ orders and letter orders, the Auditor General and Director of the Budget is hereby enjoined to act on such orders immediately upon receipt of the same.
