EXECUTIVE ORDER PROHIBITING THE
SLAUGHTER OF CARABAOS

With reference to your letter No, 156 under date of September 18, 1942, it is believed that the importation of cattle from Masbate, Burias, and other islands to Manila are decidedly an appropriate measure under the prevailing conditions. In view of the present shortage of shipping on account of the increasing demand for vessels for the transportation of war materials, however, it is apparent that should the slaughter of carabaos be prohibited it would certainly bring about the shortage of meat supplies in the city.
With regard to the slaughter of carabaos, therefore, it is believed that an appropriate measure should be taken with a view to strictly enforcing the provisions of Executive Order No. 32 while the proposed issuance of Executive Order prohibiting the slaughter of carabaos should be withheld for the present.
