REOPENING OF THE COLLEGES OF ENGINEERING
AND PHARMACY OF THE UNIVERSITY
OF THE PHILIPPINES

You are hereby instructed that in connection with the reopening of the College of Engineering and the College of Pharmacy of the University of the Philippines, the following items shall be strictly adhered to:

1. That in accordance with Order No. 2 issued by the High Command on February 17, 1942 a thorough renovation of the scholastic attitude shall be accomplished and that the above-mentioned Colleges shall be truly instrumental as organizations for the development of leaders of the New Philippines.

2. That the learning of the Japanese language shall be one of the conditions for graduation.

3. That particularly in the College of Pharmacy special stress shall be laid upon the research of medicines produceable in the Philippines.

4. With regard to budgetary matters an understanding shall be reached with the Office of the Auditor General and Director of the Budget in accordance with the following:

(a) Salaries and wages shall be paid from the savings of salaries and wages in accordance with the provisions of section 9 of Executive Order No. 107.

(b) Administrative expenses shall be defrayed from the savings of salary, wages and administrative expenses, in accordance with section 3 of the aforementioned Executive Order.

(c) Tuition fees shall be collected as a matter of course.
