EXECUTIVE ORDER NO. 27

REQUIRING THE AUDITOR-GENERAL AND DIRECTOR OF THE BUDGET TO ENFORCE THE PROVISIONS OF THE PROCLAMATION DATED JANUARY 23, 1942, OF THE COMMANDER-IN-CHIEF OF THE IMPERIAL JAPANESE FORCES IN THE PHILIPPINES WITH RESPECT TO THE DEDUCTIONS TO BE MADE FROM THE SALARIES OF THE OFFICIALS AND EMPLOYEES OF THE CENTRAL ADMINISTRATIVE ORGANIZATION AND THE JUDICIAL COURTS.

Pursuant to the authority conferred upon me as Head of the Central Administrative Organization Order No. 1 of the Commander-in-Chief of the Imperial Japanese Forces in the Philippines, it is hereby ordered that the following rules be observed by the different departments, bureaus and offices of the Central Administrative Organization and the judicial courts, in the enforcement of the provisions of the Proclamation dated January 23, 1942, of the said Commander-in-Chief:

(1) The Auditor General and Director of the Budget shall take charge of enforcing the order contained in the Proclamation, dated January 23, 1942, of the Commander-in-Chief of the Imperial Japanese Forces in the Philippines with respect to the deductions that are required to be made from the salaries of the officials and employees of the different departments, bureaus and offices of the Central Administrative Organization and of the judicial courts.

(2) Except as provided in paragraph 3 hereof, the amounts so deducted shall be deposited by the bureaus and offices concerned with either the Philippine National Bank or the Postal Savings Bank as the Auditor General and Director of the Budget may determine.

(4) Payments of premiums due on insurance policies issued by the Government Service Insurance System to officials and employees of the Central Administrative Organization and the judicial courts shall be taken from the amounts deducted as required by the said Proclamation from the salaries of the respective officials and employees: Provided, That, if, for any reason, any premium so paid is to be refunded, such refund shall be made to the bureau or office that made the payment in behalf of the official or employee concerned for deposit together with the other compulsory savings, and that in granting loans on said policies, the premiums paid from salary deductions herein authorized shall not be included in the computation of the amounts to be loaned.
